SEAP methodology is based on base year energy consumption and CO2 emission data (accepted/issued by IPCC) and then it summarizes the methods how the settlement could save energy and CO2 emission by raising its energy efficiency and installing renewable energy capacity. The minimum target is to reduce the settlement’s emission by 20% – connected to the EU 202020 strategy. The maximum emission reduction is 100%, what means a carbon neutral / 100%RES energy supply system which is the best way for sustainability.
The base year connected to the Kyoto Protocol is 1990 if there is official registrated emission and energy consumption data from that year. Often there are no official statistics from that year. In this case the base year is the closest year to 1990 when sufficient data is available for the whole settlement.
